I believe 2018 is pretty much baked in.

The media is pushing the meme that the gop needs to pass their tax cut scam to save off bad results in the 2018 congressional elections. From what I see the tax cut plan is already unpopular. If it does pass, all it is going to do is increase the budget deficit and widen further widen income disparities. Any healthcare plan they put up for a vote was very unpopular. with millions of people losing their healthcare. This has really hurt the Republican Party because a good majority of the American people have accepted the idea that everyone deserves affordable healthcare. In the recent election in Virginia, the leading issue for voters was healthcare.

For the gop to turn things around, there are two thing that they could do: they could pass a healthcare plan that actually helps people, or they could enact policies that create an economy with a growing middle class with rising wages. They are incapable of both. These are the two issues that the Democrats should be able to ride all the way to 2020.

This is not to say that making donations, knocking on doors or making phone calls won't make a difference.

So if they did get the tax plan passed which is unlikely at this point, it could be popular if people aren't looking to the future. Which considering climate change, Americans pretty much don't look at the future.
