Union sues Pittsburgh over temporary worker contributions

Pittsburgh has refused to document its use of temporary workers since January 2014, so a union benefit fund can't tell if the city has made the correct contributions to the fund, the Laborers' Combined Funds of Western Pennsylvania claims in a federal lawsuit filed Monday.

A 1990 agreement between the city and the Laborers' District Council of Western Pennsylvania requires the city to pay a contribution capped at 27 percent of the temporary workers' wages to cover their pension and health benefits, the lawsuit says.

The union is asking a federal judge to order the city to provide complete reports on its operations as well as open its payroll, tax and other records on temporary employees and pay for any audit the union has done.

Tim McNulty, spokesman for Mayor Bill Peduto, declined comment.
