Jeb Bush To Roll Out Energy Plan At Company With A History of Violations

WASHINGTON -- Republican presidential candidate Jeb Bush plans to release his energy policy at an event near Pittsburgh on Tuesday, and the site of his announcement has a history of environmental violations in the state.

Bush is slated to announce his energy plan at Rice Energy, an oil and gas company based in Canonsburg, Pennsylvania. The company has three subsidiaries operating in the state: Rice Drilling, Rice Midstream Holdings and Rice Poseidon Holdings. The subsidiaries have amassed a total 121 violations with the state Department of Environmental Protection since 2010, and $523,550 in fines, according to the DEP's Office of Oil and Gas Management database.

Rice's violations included failure to submit reports or post appropriate signage, as well as "failure to report defective, insufficient, or improperly cemented casing" and "failure to properly control or dispose of industrial or residual waste to prevent pollution of the waters of the Commonwealth."

The contents of Bush's energy plan won't be disclosed until Tuesday, but his site selection for the announcement is telling. Rice is an oil and gas company operating in the heart of the boom in the Marcellus and Utica shale regions. Innovations in drilling techniques like hydraulic fractring and the discovery of much larger reserves of natural gas have led to a major increase in production in this part of the country in the last decade. Bush also extolled the virtues off the gas boom in an op-ed earlier this year, calling it "one of the greatest economic transformations in American history."

What Jeb Bush is concealing is that when he stands in front of Rice Energy tomorrow to tout his *economic plan*, he also stands to grow his own portfolio handsomely, by plugging this company that is operating in the Marcellus and Utica shale regions.

"Some states, like yours here in New York, are choosing not to grow. They won't approve fracking," Bush said, his veiled shot at Cuomo drawing roars of approval from Republicans gathered at a Sheraton in Manhattan. "Meanwhile, in parts of New York where huge opportunities exist for the restoration of economic activity, people languish."

Bush left unmentioned that fracking in the Marcellus Shale beneath the New York-Pennsylvania border also presented a big opportunity for himself.

One of his private equity enterprises at that time was raising $40 million to back a Denver-based company acquiring fracking wells in hopes New York would lift its ban. The company, Inflection Energy, has active leases in Pennsylvania, and one of Bush's equity partners sits on the board. He also has fracking ties through a separate business with both of his sons.

The intersection between Bush's private and public life — calls for fracking have been a part of his speeches and came as recently as last month in San Francisco — triggers questions of disclosure.

Will some intrepid journalist ask him about his conflicts of interest tomorrow? Or whether he even cares about this company's environmental violations? Charlatan.

violations. It just goes with the business. If a particular violation won't cost them too much in fines, they'll just do it until they get caught.
