Illinois GOP governor vows to block Chicago school funding because he is very disappointed in citys mayor

Illinois Governor Bruce Rauner expressed disappointment Monday in Chicago Mayor Rahm Emanuel and Cook Countys top prosecutor for their handling of police-involved shootings and embraced pending state legislation to allow Chicago residents to recall future mayors.
Rauner also vowed to block funding for Chicagos severely cash-strapped public schools, which have warned of massive layoffs in the months ahead without a state rescue, unless Emanuels administration backs the Republican governors efforts to pass business-friendly legislation making it harder for injured workers to collect damages and to weaken public-sector labor unions.
Rauners aggressive stance toward Emanuel added to the mounting public criticism against the mayor and Cook County States Attorney Anita Alvarez for their response to the 2014 fatal shooting of 17-year-old Laquan McDonald, an African-American, by white Chicago police officer Jason Van Dyke, who has been charged with murder.
While immersed in a tight re-election battle earlier this year, Emanuel fought unsuccessfully to block the release of a police dash-cam video that showed Van Dyke as he fired his weapon at McDonald 16 times while the teen, armed with a pocket knife, walked away from police. Alvarez waited nearly 400 days to charge Van Dyke with murder.

Blago said he wasn't going to step down either.
They all say that and then many do, and with the possibility of the governor pushing through the recall measure, Emanuel might be further pressured to resign and avoid that embarrasment.

2. "Domestic terrorism" involves acts that are intended to intimidate or coerce a civilian population.
3. "Domestic terrorism" involves acts that are intended to influence the policy of a government by intimidation or coercion.
Withholding funding for schools unless Rahm Emanuel steps down, or Chicago removes him, is a blatant act of intimidation and coercion against Illinois citizens in Chicago, intended to bring about Rauner's own political agenda.
According to the FBI's definition, Governor Rauner is a domestic terrorist.

(2,534 posts)As a former Illinoisan, I've been watching Rauner, and am aghast.
He has forced pointless austerity on the citizens of the state, in ways both petty and enormous. He's slashed school funding. Most services to the people have been reduced. Two of his cheesiest and pointless moves were closing the state museum in Springfield, and refusing to turn on the decorative lights on the Capitol building for the holidays. In the former case, it will actually cost MORE to keep the museum shut down, because the collections need to be maintained. With the lights circus, the Christmas lights were powered by the same electrical system that ran floodlights on the building the rest of the year, the floods being shut off for the holidays. The electrician union that strung the lights is already on state payroll, but volunteer their time for this job.
Rauner seems to be saying "I can do anything to you that I want, and you can do nothing to stop me."

It's about intimidation and coercion. In short, Bullying.
Rauner also held up low income heating assistance for weeks. I don't know what pound of flesh he wanted in return for turning that back on, but evidently, he got it.
