Marco Rubio Proposes Cuban-American Welfare Crackdown, Opposes Entrance Of 8,000 Cubanos From Costa Rica

Around one million Cuban immigrants came to America thanks to the open-door border policy opened by the 1966 with Cuban Adjustment Act. Almost 50 years later, Americas first viable Cuban-American presidential candidate Sen. Marco Rubio (R-Fla.) is considering closing that door. In a press conference at the American Society of News Editors this week, Rubio said that he would re-examine the so-called wet foot, dry foot policy that gives Cuban migrants a blank check on asylum claims, green cards, and federal benefits.
"I don't criticize anyone who wants to go visit their mom or dad or their dying brother or sister in Cuba," Rubio told reporters. "But I am telling you it gets very difficult to justify someone's status as an exile and refugee when a year and a half after they get here they are flying back to that country over and over again."
Rubio has voiced concern over the Cuban Adjustment Act before, but it is the first time that hes elevated the issue during his presidential campaign. A son of Cuban immigrants (who were not asylum-seekers), Rubio has walked a delicate line throughout his campaign. On one hand, he holds up his story as a the epitome of the American Dream, while promoting policies that would snuff out the aspirations of many migrants.
The senator also announced that he will introduce a bill in the Senate next week that would curb federal assistance to Cuban migrants admitted under the act such as food stamps and Medicaid, according to the Miami Herald. "We have people living in Cuba off Social Security benefits. They never worked here," Rubio said at a campaign stop in Bedford, New Hampshire. "This is an outrageous abuse, and I have a law that we are going to introduce this week that shuts down this issue. It's wrong."

(173 posts)Not sure where he got the idea that people in Cuba are living on SS benefits having never worked in the U.S. Maybe he pulled this out of his ass. Last I checked, you must have been employed or self employed for a minimum amount of time to qualify for benefits. Once qualified, you can live anywhere.

(160,524 posts)It's more commonly known as the "Wet Foot, Dry Foot Policy," and it crowns every Cuban immigrant who can make it to US soil without being caught in the ocean on the way to this country with the privilege of being instantly accepted, unlike any other nationality. With a year and a day to wait, he/she can then become a legal resident. As soon as he/she touches shore without being intercepted, he/she can instantly get Social Security, can get food stamps, can get medical treatment, can get US taxpayer-funded Section 8 Housing, can get financial assistance for education, etc., etc., ETC.
Try to know a little about the subject first before offering your opinion on it.
US American citizens who have looked into it have been told, "No," they CANNOT get their own Social Security Checks should they desire to retire to Cuba after they turn 65.
It appears you haven't read any of the articles which have been written on the subject that Cuban immigrants have been swarming the US in the last year, since the US has made overtures to a more sane relationship with Cuba, coming here as fast as they can because they have heard the rumors that as relations become warmer, the US will drop the Cuban Adjustment Act, which has always been in place to lure Cubans, particularly young, working age Cubans to this country, and supplying them with things they got back home from their own government. They want to get here before the offer is withdrawn.
It has always been a political carrot to hold out to Cuban citizens, in order to play them as pawns in the political war against the Cubans who rebelled against the US-supported treacherous, murderous, death-squad employing, bloody, Mafia-connected dictator, Fulgencio Batista.

(1,560 posts)Rubio is right on this issue, albeit for different reasons. He and the far-right exiles hate recent arrivals because they believe in open relations with Cuba. Also, the Obama administration appears ready to make changes in our crazy immigration policy towards Cuba.

(173 posts)You cannot collect SS retirement without 40 credits, or 40 quarters with earned income. Explain to me, or provide a link, where it says Cubans immigrants are exempt from this rule.

(160,524 posts)We were informed about it by DU's Miami centered poster Mika, in the Latin America forum, when it was first published.
It's a true shame that few people outside Florida have any idea there even IS a Cuban Adjustment Act which gives such incredibly preferential treatment to Cuban economic immigrants.
Thank you, so much, for giving people who still remain totally unaware of it, a chance to open their eyes. Just knowing Cubans have been coming and going from Cuba for years, taking full advantage of the unacknowledged, unknown, even, generosity of the U.S. taxpayers, courtesy of donation-seeking Congressmen, should awaken anyone the moment they can grasp what it means.

(1,560 posts)I certainly don't expect most people to know all the intricacies of US/Cuban relations, since our national media is usually clueless on all things Cuba-related, but folks should take some time to look into this stuff. Having been to Cuba dozens of times and being married to a Cuban citizen has given me more than enough insight on this issue. This has been going on for far longer than Rubio and his ilk will admit. Also I can only imagine how people in Mexico, El Salvador and the rest of Central America must feel knowing that Cubans are literally being escorted to the US Border to receive asylum while their citizens remain in the US undocumented and in many cases in the process of being deported at this moment.

Cubans in the U.S. have long identified with or leaned toward the Republican Party, even as Hispanics overall have tilted Democrat. But the party affiliation of Cubans has undergone a shift over the past decade, according to a Pew Research Center analysis of survey data.
Less than half (47%) of Cuban registered voters nationwide now say they identify with or lean toward the Republican Partydown from the 64% who said the same about the GOP a decade ago, according to 2013 survey data. Meanwhile, the share of Cubans who identify with or lean toward the Democratic Party has doubled from 22% to 44% over the same time period, according to the survey of Hispanics.
The Cuban population in the U.S. is centered in Florida, home to seven-in-tenof the nations 2 million Cuban-origin Hispanics. In the 1960s, the states Cuban immigrant population boomed as many left the island after Fidel Castros rise to power. The concentration of Cuban voters subsequently helped push the overall Hispanic vote toward the Republican Party in the Sunshine State. In 2004, for example, Republican presidential candidate George W. Bushwon 78% of the Cuban vote in Florida, compared with 56% of the states Hispanics overall.
The shift is partly explained by the coming of age of U.S.-born Cubans, who have somewhat different political affiliations than their elders. Today, 44% of Cubans in the U.S. are native-born. Some 48% of Cubans ages 18 to 49 were born in the U.S., compared with 11% of Cubans who are 50 years and older.

It's great he has gone this far, however, considering how many Presidents have flown by without changing a thing, other than Jimmy Carter and Bill Clinton, each of whom made some modifications which were overturned immediately by the following Republican Presidents.
Hating Cuba has always been a big vote-getter in the past due to the rabid right in this country.

MIAMI, (CMC) The Mayor of Miami has warned that the city does not have the funds to deal with the Cuban refugees who are expected to arrive from Central America in the coming weeks.
On Friday, Mayor Tomas Regalado said the federal government has not notified him of plans to provide shelter for the Cubans who have been stranded in Costa Rica since last November.
On November 15, Nicaragua closed its border to the Cubans on grounds of risks to its security and sovereignty, as a result just under 8,000 migrants from Cuba, who have been looking for a way to get to the United States, have been stuck in Costa Rica.
Faced with the likelihood that many will end up in Miami, Regalado said at present the municipal shelters are full to capacity, and asserted that the city simply does not have the infrastructure to assimilate 20 or 30 more people a day.
