MINEOLA, N.Y. (AP) — A suburban New York foster parent who cared for up to 140 boys over the past two decades has been charged with sexually abusing seven of them and prosecutors say there are more victims.

Cesar Gonzalez-Mugaburu, 59, of Ridge, New York, on Long Island, was ordered held on $1 million bond Friday after being charged in a 17-count indictment with child endangerment and sexual misconduct. He is accused of victimizing children as young as 8. He is also accused of sexually abusing a female dog in front of a child last September.

Suffolk County District Attorney Thomas Spota told The Associated Press that Gonzalez-Mugaburu earned as much as $18,000 a month as a foster parent for the children. He cared for between six and eight children at a time since at least 1996, the prosecutor said.

Spota said it appears the boys were sheltered from the community, and were not permitted to participate in extracurricular activities at school, nor any athletics programs. He said he children were fed twice a day and were made to eat on the floor.

This is a story of a bad person doing horrible things that has no impact nationally. The perp is an unknown, there was no government cover up, conspiracy, or systemic abuse. No new laws need to written or policies changed. I know people can be evil. I read about it in my local paper every day. I don't need to know the details of every incident across the country. I suppose the scale of the offense could be considered newsworthy to some, but other than that...

The organization that placed so many children with this monster, SCO, is apparently responsible for the placement of 55,000 children! If this is the quality of investigative work and follow-up that they do, there should be some severe consequences. The same goes for the governmental agencies who were supposed to be monitoring these children. We all know that they have inadequate budgets, but this is so large a group and such a long period of time that something should have been noticed!

The procedure to become a foster parent, at least here in Michigan, took my wife and I months to complete.

Background check that included being finger printed
Interviews by the licensing agency with immediate family members
Home thoroughly safety checked by 4 different people
Filled out a many page questionnaire
Several direct face to face and over the phone interviews with the licensing agency
Interviews by the licensing agency with the references we provided
Attend a 6 week long foster parent training course which was held 1 day weekly
Take a basic first air course
The pets had to be up to date with shots and the dogs licensed
We had to get physicals and signed statements from our doctors stating we were physically capable of caring for children
All medications have to be kept in locked boxes
Provide a detailed budget which listed net income and itemized expenses that showed we were financially stable

There might have been more but that's what I recall.

they should be investigated like they might belong to isis.
this is just laziness on the part of the agency. so much easier to dump a bunch of kids on one willing taker than to do what is in the best interest of the individual children.
i'm not sure that should even be allowed. there should be some sane cutoff.

Whoever the case workers were should have been able to find out, just by talking to the kids, that they only got two meals a day, had to eat on the floor and couldn't be involved in sports or any other extra-curricular activities..

It concerns a bill being pushed in Omaha that would allow faith based foster agencies to deny services to gay couples.

These could be decent homes for foster kids, as opposed to someone like the pervert in this article. Ask the kids who they'd rather live with.
