President Trump on Monday predicted the U.S. would curb North Koreas nuclear program, days after the rogue nation conducted its latest test of an intercontinental ballistic missile (ICBM).

North Korea last Friday launched its second ballistic missile in less than a month, raising grave concerns about Pyongyangs capabilities to strike the U.S. mainland.
Experts believe the IBCM could potentially hit the U.S. West Coast. American presidents have long vowed to prevent North Korea from gaining such a weapon.

He's family, so they deal with it. But they're not giving him the good booze or matches and the turkey fryer -- they know they don't want to deal with that fire on their backside, or taking in cray cousin's brood of feral children when cray cousin wraps his Fiero around a tree.
Russia does seem curiously blind in NK's direction, and I mean that literally. Their radar at DPRK is either really shitty or they lie very consistently about what they see on launches. (As in, their math always works exactly as if their radar is myopic at the exact same degree.) That could be intentional, or they could be just good and consistent on that lie. They've got a lot of empty territory (populated mostly with people who aren't racially pure Slavs) between Moscow and the bulk of their population and Lil Kim, so they could consider him a minor risk for which they may need billions of pounds of concrete someday.
My bet is DPRK found some former Soviet engineers who couldn't make it into the Russian mil or private sector, coupled with a very well trained generation of math and engineering brains who know what's possible with ballistics, and rely on some old plans plus reverse engineering and refining. Pay the engineers well, ensure they've got what they want.
Lil Kim is not stupid. He's an asshole, but we err at our own peril if we don't credit him with social skills for his own culture and intellectual brains.

I have NEVER loathed another human being with a tenth of the vitriol I feel for him. If I had the chance to piss on him or watch him burn to death, he would be a cinder and I would ask for popcorn.

This is based upon an exchange of 100, 15 KT warheads. Be aware that most nuclear devices today are FAR larger than 15 KT; that is the size of the bombs we used in WWII.
This would be enough to screen solar radiation, reduce the agricultural crop season by between 10 and 40 days a year for at least five years, and lower global temperatures to a point lower than normal for at least 25 years.
In the very short term, this cold snap would be colder than anything for the last 1,000 years. Rainfall would decrease by as much as 20% to 80% in the Asian monsoon region.
The American southwest and western Australia could become 20% to 60% drier. South America and southern Africa, too, would see less rain. This global nuclear drought and the resulting famines could kill up to a billion people from starvation.

Thus, use of as few as 1 to 10 deployed nuclear weapons, and fewer than 25 of these prevalent types, from the five official nuclear weapons countries could produce a nuclear drought, the authors wrote.
The last part I highlighted sounds an awful lot like what I'd expect Trump to launch if NK detonated a nuke over SK.

North Korea is lead by an absolutely crazy dictator. Who has never shown compassion for others. Others who might die so he can pat himself on the back.

So hopefully our military leaders will refuse to strike North Korea in an undeclared war without Congressional consent.

I cannot imagine anything more in violation of the letter and spirit of the US constitution than this.
Absent hearings and Congressional votes, at the very least, I would advise launch officers to treat
