SALT LAKE CITY (AP) — A Utah police chief will decide any possible punishment for an officer caught on video dragging a nurse from a hospital and handcuffing her after a review board found he lost control and got aggressive.

It appears Salt Lake City Detective Jeff Payne became upset during a long wait to draw blood from a patient and his frustration spilled over after nurse Alex Wubbels refused under hospital policy, the report from the independent Police Civilian Review board report said.
 
"His verbal actions were loud, aggressive, and overly mission driven," the report released Wednesday states, adding that Payne "very clearly lost control of his emotions."

That report and another from the Salt Lake City Police Department's internal affairs investigators will be considered by police chief Mike Brown as he weighs possible punishment that could include firing.

you do not get to lose your temper and get upset while doing your job. He is clearly unsuited to remain in police work. She remained calm under much more stress than he had.

When review boards come to similar conclusions when cops are clearly in the wrong when handling African Americans...But there is no sign of that happening at all. It is very depressing.

But I also question what's up with the department? This is only an issue because the nurse's lawyer made it a public issue. My guess is they thought it was funny and joked about it in the office. I hope she does seek some damages from their office.

I don't know about Utah, but in California assaulting a health care worker is the same crime as assaulting a police officer. They put people in jail for kicking a police dog, FFS.

His verbal actions? What about his physical actions. And that "overly mission driven" business borders on trying to excuse his actions. It sounds as though they're saying that he was so focused on his "mission" that he got carried away. It's almost as though they are trying to reprimand him and commend him at the same time.

Make them pay her MILLIONS, and she can do with the money whatever she wants, and make part of the agreement be the HR policies need to be changed. Most people won't do anything until it costs them money.
