ELLICOTT CITY, Md.
Gov. Larry Hogan has declared a state of emergency for Ellicott City, where heavy rain is flooding parts the city.
Ellicott City is again experiencing dangerous, life-threatening flooding due to slow-moving storms. Move to the highest level of your home if flooding is occurring.
WBAL-TV 11 Weather meteorologist Tony Pann said radar was estimating as much as 8 inches of rain since the storm started.
Maryland Gov. Larry Hogan urged residents of the affected area to seek higher ground.
Howard County Executive Allan Kittleman told 11 News that there were swift-water rescues underway.
"This is a terrible, terrible time. We have some severe flooding in Ellicott City. I do encourage everybody to stay away from Ellicott City, if you're not there. If you are there, stay safe where you are and let us know if you need help. Of course, we have rescue folks in Ellicott City now. We're doing the best we can to help anybody that needs help," Kittleman said.
The Howard County Fire & EMS agency tweeted that water was above the first floor of some buildings.

Video from 11 News crews and viewers showed swift-moving water. The National Weather Service said a flash flood warning has been issued for the area, calling it an "extremely dangerous situation" and urging motorists not to attempt to navigate flooded roads.............................

(11,589 posts)We were there a year after the 2016 floods. The town was coming back in a very big way.
Ellicott City is really beautiful and I just have no more words.

(51,567 posts)and they spoke with a guy there. He said that they were told only 30% of the city would be able to make a comeback after 2016 and 90% of the city DID! With this only two years later he said he Isn't as sure they will be able to do it again. Very sad.
I was in a flash flood and it SO FAST! Cars floating down the street and the water in the lobby was up to my waist in 10 min. We watched it from the 3rd floor window and it left as quickly as it came. This was during Carnival in Brazil and their rainy season is in Feb so this was no big deal to them.

(45,380 posts)It's a great and charming historic town but this area always gets catastrophic flooding every 2 years or so. The government refuses to build flood control infrastructure and the people there refuse to move.
So we have epic videos like this every few years. If I lived there, I would peace out before every heavy rainstorm.

(2,062 posts)This is the second time in a few years this happened. They were supposed to have solutions in place. I blame Hogan and the politicians on this. Ruining lives and businesses seems to be just a shrug of the shoulders, and a better luck next time.

Ellicott City needs flood control stuff built because of their geography. If we need to build a wall, build some levees here and call it the wall.

(128,502 posts)I had to see what is exasperating this and apparently a bunch of creeks flow into a river that the city is adjacent to so I can see how you could get water backed up like this (with everything running downstream through the city to the river).

(2,752 posts)This town has been here for 200 years. There have been floods here over years, but maybe every 30 years or so, not frequently like many are saying. I've lived here for 40 years, and the last major flood was due to a hurricane in approx. '71 or '72, before I moved here. Damage was nothing like the last 2 year's floods.
This is a very affluent DC suburb and developers have been covering every inch of the surrounding hillsides with houses and apartments. The local government has sold out to the developers, and have only given lip service to mitigating the water runoff from all the construction. They promised they would do something after the last flood, & nothing was done.
I'm heartbroken. But I think there's going to be hell to pay for our local government. We'll see. People are very angry.

(45,380 posts)I did the reverse: lived in Virginia and commuted to Baltimore. People kept telling me to move to beautiful Ellicott City, it's a great place to live. I moved to Silver Spring instead. Virginia had an earthquake the day I moved. The very next month, EC had catastrophic flooding. It felt Biblical.

(2,752 posts)I commuted to Northern Virginia for a year, and it was indeed horrible. But most folks here in my neighborhood work in areas around the Northern DC Beltway, like Silver Spring, College Park, Fort Meade, etc.
I worked in Silver Spring for almost 25 years. Nasty traffic, but doable.
