Video: Man who died during arrest cries, begs police to stop

DALLAS (AP) Police body camera video footage shows a man who called 911 to request help crying, pleading then going limp as arresting officers restrain him. Soon after, a paramedic says hes dead.
Dallas police released the footage Tuesday showing the August 2016 death of 32-year-old Tony Timpa. A federal judge ordered the release of the video following requests from The Dallas Morning News and KXAS-TV.
The videos show the officers pinning Timpa to the ground and cracking jokes even as the screaming, handcuffed man suddenly becomes still and silent. Shaking his limp body the officers can be heard comparing Timpa to a child who doesnt want to wake up for the first day of school.
Medical examiners later ruled Timpas death a homicide and said it was caused by cardiac arrest brought on by cocaine and the stress of physical restraint.

Tony Timpa wailed and pleaded for help more than 30 times as Dallas police officers pinned his shoulders, knees and neck to the ground.
Youre gonna kill me! Youre gonna kill me! Youre gonna kill me!
After Timpa fell unconscious, the officers who had him in handcuffs assumed he was asleep and didnt confirm that he was breathing or feel for a pulse.
As precious minutes passed, the officers laughed and joked about waking Timpa up for school and making him waffles for breakfast.

That was literally the excuse used in that case.

If a person takes dangerous illegal drugs, then bad things sometimes happen, and they often involve law enforcement.
Would this guy be any more alive if the cops had just spoken respectably to him?

(25,183 posts)caused him to get noticed by law enforcement, and they determined he needed to be restrained. Don't put yourself in the position of having a cop be a shrink, if you can help it.

(629 posts)I hope every officer there is charged with murder. How much damage did they think Tony could do with his arms and legs in restraints? Is putting your knee in the back of a restrained person reasonable police practice?

(6,831 posts)You tried for years to tell us what was going on all across this country which you traversed so many times. People thought you were joking or embellishing. You weren't.
These cops had no empathy what-so-ever for this man, yet they seemed to know that he had mental health issues. Yeah, that's hilarious.
And what I really don't understand is the EMT who administered ANYTHING while the man was face-down and unresponsive. What's THAT all about ? Someone said it was a sedative. Did he LOOK like he needed a sedative ?

(38,414 posts)..Nothing was done to the cops that killed him. At some point they were charged, but the charges were dropped and nothing was done. A couple of days off the job, and then they were returned to normal duty.
This video would not have been made public unless the judge ordered it to be released. This is one of the most disgusting films ever released and the Dallas police have done nothing to anyone responsible.
It would not have been released if there had not been a law suit forcing this. From what I can tell, no one was fired...NO ONE.
The police force has not admitted to covering this up, which is obvious. The police chief who was in charge, is still in charge Without the court order, this would not have been made public. There is a law suit against the police department in this case, but that is still pending. So the cops that did this are on their jobs, and none of the supervisors have been punished in any way.
..Obviously this is a cover up of major proportions. Now that this has gotten national publicity, something may happen. But then again, nothing may happen. The police chief and the entire cover up crew needs to be fired, and an investigation into the cover-up needs to be initiated. The cops killed this man. It is so obvious.

Not a big deal as big deals go, but the scandal became major, and the police chief was fired, and they brought in someone to reform and clean up the police department. The major Richard Daley, and the new police chief (Orlando Wilson?)cleaned up the department, and fired some people and instituted new rules and regulations on arrests..etc..
This story is much worse, it is not about stealing, it is about the cops killing this person, and he pleaded for his life, and said, "I can't breath"
...So will this video result in the chief of police leaving? Will it result in reform in Texas? Without this release, ordered by a judge, there would be complete cover up, with a settlement in the millions of dollars to the family.
The police chief who covered this up, must be fired. It is that simple. The cops who killed this man need to be re charged with another crime. At least this is my opinion, maybe this video will get something going. In a way this scandal is much worse than the scandal in Chicago or even Watergate...The cops killed this man, and he pleaded for his life, and said that he could not breath.
....And, the cops had the nerve to make fun of him after he passed out and died. Think about that one for a while. Also, the cops were sure they would get away with this. What a disgusting series of events. This might become a major scandal, but then again it might not. This is Texas after all.

(10,131 posts)Ive been in trouble a little as a young man and have dealt with cops occasionally in life. I think they were more mellow in the old days; theres a lot going on nowadays but cops are too ready with excessive force any more. And theres always a bunch of them
Absolutely no tie-in to this story but just thought of an incident when I was a teen. Grew up in a small Mayberry kind of town. Literally had the chief and one deputy who everyone compared to Barney Fife. And the chief was a bit like Andy. One day four of us were out duck hunting at he edge of town. Apparently someone in town heard the gun shots so deputy Barney came out and accosted us as we were returning to town. Reading us the riot act and threatening to arrest us. The chief showed up and came over. Checked our licenses and asked where wed been hunting which we pointed out. He said everything across the road where wed been hunting was outside town limits and as long as we had our licenses we were legal. We had just returned to the road to walk home, Barney was mad he couldnt get us for anything. Before we left the chief asked if our guns were loaded and four of us started ejecting 12 gauge shells out onto the ground. Barneys eyes got huge, I guess he realized he hadnt really taken the precautions he ought to with such dangerous criminals. But the chief just said if we were walking home on the road we shouldnt have loaded guns. No point other than some cops are better at diffusing situations rather than making them worse.

DALLAS (AP) Two Dallas police officers involved in the arrest of a 911 caller who died in their custody told commanders they mocked the handcuffed man as part of a "strategy" to get him to respond.
The officers' statements were part of an audio recording released Friday. They're the first the public has heard from officers involved in the 2016 arrest of Tony Timpa, which began with the 32-year-old man calling authorities for help and ended with him dead in the back of an ambulance.
The circumstances of Timpa's death have come under renewed scrutiny this week since legal motions by The Dallas Morning News and KXAS-TV prompted a federal judge to order the Dallas Police Department to release body camera footage of his arrest.
In the videos, officers can be seen forcefully pinning Timpa to the ground for more than 14 minutes and cracking jokes even as the screaming, handcuffed man goes still and silent. Shaking his limp body, the officers can be heard laughing and comparing Timpa to a child who doesn't want to wake up for school. Not long after, a paramedic informs them that he's dead.
