Trump didn't say which authority he could use to force opening
It's not clear if the country would comply with an order

President Donald Trump declared Monday that he has the power to "open up" states and relax social-distancing practices adopted to combat the coronavirus outbreak, not governors.

He didn't elaborate on how he reached his conclusion. The Trump administration issued guidance March 16 recommending Americans isolate themselves from one another to curb the spread of the virus, days after many governors, municipal leaders, businesses and families had already adopted the practices themselves.

It isn't clear if the country would comply should Trump demand people return to work and school, particularly if the outbreak hasn't yet abated.

he will cut funding to those state’s. I think states will sue him if he does this. First he says it’s up to state’s to get the PPE and other medical equipment they need, and now he’s going to tell states they have to open up or lose funding. Like you say he is acting like a dictator.

Like it or not this is quite the master stroke of discord sowing.

Example: Trump declares the country "open and safe". You know every Republican governor will quickly open up shop but Dem governors will likely balk and keep the shelter in place orders active.

Trump tells people who are growing very frustrated by being essentially in lockdown that he did what he could and it's their governor that is keeping them trapped at home.

People, especially those priceless Indies, get pissed enough at the D's and vote R.

Knowing it isn't true but will use it over and over like he's done many times. We already know he'll de-fund them just like he's done elsewhere to people, even contractors. He's trying to stiff us. If your in a blue state you get little or nothing, but their are many republicans he hurts too. Turning that state bluer, and in red states he'll hurt them there by forcing them back to work before the pandemic has ended. Turning them bluer. All while he claims he's more popular than ever.

... when he finds out that the governors are going ahead and banding together to do it on their own. Why the hell should anyone trust him to do the right, safe, and smart thing at this point? I was kind of surprised at first that the governors were already having a conference about opening up their states again. When I first started listening to Cuomo & the other governors, I thought it was way too early to talk about opening the states. But now I see it's to forstall the orange idiot trying to do this himself because he thinks he knows best.
