Marvin Scott video: Texas sheriff's office releases footage showing in-custody death of Marvin Scott

The Collin County Sheriff's office in Texas has released 41 minutes of jail security video showing the in-custody death of Marvin Scott III that occurred on March 14

Scott died while in custody at the Collin County Detention Center after being placed on a restraint bed, pepper-sprayed, and having a spit mask put on his face. Seven detention officers were fired and one resigned following Scott's death.

What the video shows
The video shows Scott being moved from a holding cell to a room where he is tied down on a restraint bed. Initially, he appears to speak to the officers as he struggles to sit up. Within four minutes of being placed on the restraint bed, one of the officers sprays Scott's face with pepper spray, while another officer holds his head down and then places a spit mask over Scott's head.

Scott was arrested at an outlet mall in the city of Allen, just north of Dallas, for possession of less than two ounces of marijuana, Skinner said at a press conference in late March.

1. How could that grand jury have declined to indict those officers?

I just don't get that. The coroner ruled it a homicide. The guilty people need to be in prison.

and the prosecutor is the only one who presents evidence. They can make of it what they choose and if they want an indictment, they can usually get one, but if they don't, not a chance.

Was it illegal for them to restrain him in a restraint bed like they did?
Was it illegal for them to use pepper spray?
Was it illegal for them to use a spit mask?

.... "Was pepper spraying a restrained prisoner an act of retaliation to get 'even' for something the prisoner said?" "Where is the audio?" "Was the spit masking of a prisoner who was directly peppered in the face from less than 12 inches an act to protect the guards or an effort to increase the effects of the pepper spray?"

And the spitmask wouldn't have come out unless one of the cops said he was spit on, which will be a part of the record up to this point. So could they perhaps get an indictment? Possibly. Could they convict? Absolutely not.

Even if there was no specific criminal act committed, criminal negligence could be charged. Life has to be valued to some degree even while an individual is in custody. I hope those responsible get nailed in civil court.

The 6th amendment guarantees right to a speedy trial - the conservative SCOTUS justices who pride themselves on literal interpretations should be able to rule that he was prevented from living long enough to get one. But they are not moral justices - they are ideologues.

... and that if pepper spray is on my face I know instead of vaporizing off the spray, the spit guard would be making me breathe pepper spray: he was choking to death.

Did you see how much and how closely he sprayed the guy directly in his face from no more than a foot away? That guard and the spit-mask guard need arresting and jailing.

My sister has sued the Harris County Sheriff for wrongful death in other cases. Even with the new jail and the new mental treatment lockup (that was a lot more progressive than I ever expected), the guards are still brutal.

present a case. In this instance, the prosecutor presented a weak case.

It's no wonder why the white right is terrified of losing its hegemony.

place a bag over his head. He must have been frightened out of his mind! I don't see any spitting or "strange" behavior. Being Black is a capital crime in Texas.
