A significant portion of my working career has involved tracking The Cost of Poor Quality (COPQ). It’s easily quantified and adaptable to municipalities that must pay for the actions of terrible cops. Make those metrics available for the public to see that rotten cops are why they can’t have nice things. At the very least, insurance companies should jack up rates for municipalities that become repeat offenders.

Watch how fast reform happens when insurance companies start losing money because of these people.

Suddenly the incompetence of police and their indifference to professional standards will mean something. It would translate into dollar losses and payouts to the victims. Insurance companies would put their foot down and say "one strike and you're out."

I saw a news story where police arrested a teenage black girl with long hair when their suspect was an older bald black man. For some police officers, any black person will do.

Both were resolved within the booking process, (about an hour) but this one being locked up for a week should never have happened.

If a civilian made a major mistake like this with their job they would be fired.
