WASHINGTON House Republican leaders shifted the budget battle on Thursday to a potentially more consequential fight over raising the governments borrowing limit, rolling out conditions for a debt-ceiling increase pulled from three years of frustration over efforts to roll back regulations and undo President Obamas first-term achievements.
House Speaker John A. Boehner also made clear that he is not ready just yet to give up a policy fight that could shut down the federal government on Tuesday. Asked whether he would put a stopgap spending bill to a vote free of Republican policy prescriptions, he answered, I do not see that happening.
With just days remaining until a cascade of economic events crash onto Washington, the budget showdown between Congressional Republicans, Senate Democrats and President Obama is only growing more tangled. Behind closed doors in the Capitol, House Republican leaders laid out their demands for a debt-ceiling increase to the Republican rank and file.
They include a one-year delay of the presidents health care law, fast-track authority to overhaul the tax code, construction of the Keystone XL oil pipeline, offshore oil and gas production, more permitting of energy exploration on federal lands, a rollback of regulations on coal ash, blocking new Environmental Protection Agency regulations on greenhouse gas production, eliminating a $23 billion fund to ensure the orderly dissolution of failed major banks, eliminating mandatory contributions to the new Consumer Financial Protection Bureau, limits on medical malpractice lawsuits and an increase in means testing for Medicare, among other provisions.

(19,497 posts)If the debt ceiling isn't raised then the only constitutional requirement is that the government cease borrowing additional money.
ETA -- some deficit spending isn't bad, i.e. infrastructure and social welfare. Not raising the debt ceiling could be economically catastrophic because it would be yanking too much money out of the economy too fast but it would not be unconstitutional.

Sen. Joe Manchin (D-WV) said Thursday that he would support a one-year delay of Obamacare's individual mandate as part of a short-term government spending bill.
Delaying implementation of one of the key pieces of Obamacare is one of the provisions that congressional Republicans are reportedly considering including in the temporary government spending bill when it comes back from the Senate.
Manchin's comments, made at a Bloomberg Government breakfast in Washington, D.C., were reported by Bloomberg News.
Theres no way I could not vote for it. Its very reasonable and sensible, Manchin said. Dont put the mandate on the American public right now. Give them at least a year. If you know you couldnt bring the corporate sector, you gave them a year, dont you think itd be fair?

Besides, we have 4-5 days to see what will happen. Relax, and save it.
If you prove right, then I guess you get to be validated.
I don't see the point of going on about this now, and yes some may cite capitulation on 2010, in extending the tax cut and other examples(this is debatable), but for now, your concern is noted.

President Barack Obama dismissed what he called the antics on Capitol Hill over the budget to keep up the sales pitch on his namesake health care law Thursday.
Slamming irresponsible congressional Republicans who have threatened to shut down the government or prevent a raise in the debt ceiling if the Affordable Care Act is not defunded, a defiant Obama said the health law wont be derailed.
Thats not going to happen as long as I am president, he said during an appearance at a community college just outside Washington D.C.s Beltway. The Affordable Care Act is here to stay.

(20,450 posts)It would be chaotic for things to suddenly stop. I work for a federal agency. My friends over there at HHS (just a few blocks away) have been working day and night on the implementation. To suddenly stop everything and delay would be madness. It's already madness. We already expect glitches. Mistakes will be made. I hope that the American people will be patient with us.
And I hope that people will remain vigilant and patient with this president. It's not a perfect law by any stretch of the imagination but it's a start. The Republicans know this. That's why they hate it so much. That's why they'll do anything to destroy it...and him.

It just so happens that I've gotten most of my work done, but I'm still a bit on edge, so I hope my DU brothers and sisters will forgive me if I come across as a bit harsh.

I also understand since I have relatives and friends that are federal employees as well.

I am getting more amazed and saddened with each election cycle. Voting rights, civil rights, women's rights, the need for healthcare for all are under attack by this Party, it's voting constituents and some bluedogs(see that w.virginia democratic senator voting with rethugs against a key provision of Obamacare).
