There will surely be a runoff - a candidate can ask for one at state expense if they lost by less than a half percent, and this is way under that.

There are runoffs sometimes when no one gets more than 50%, I have never heard of having a runoff because the margin was slim. It is a recount which can be asked for at state expense.
