Navy suspends captain amid bribery scheme probe

SAN DIEGO (AP) — Navy officials say they have suspended a captain because of unspecified allegations in connection with a massive bribery scheme probe.

The Navy said in a statement Thursday that Capt. David Haas has been removed as deputy commander of the San Diego-based Coastal Riverine Group because of the ongoing investigation into the defense contractor, Glenn Defense Marine Asia Ltd., or GDMA. The riverine group oversees port security.

Prosecutors say GDMA's Chief Executive Officer, Leonard Francis, offered prostitutes and other bribes to Navy officers in exchange for ship route information that allowed the Singapore-based firm to overcharge the Navy by millions for fuel, food and other ship services at Asian ports.

Haas has been temporarily assigned to a training group and will retain his rank.

Now all this shit is starting to make sense--there were a few other "relief for cause" reassignments where the "cause" wasn't articulated; there was nothing more said than the "lost trust and confidence in the ability of so-and-so to perform his assigned duties" type of comment.

Get a load of this hot mess:

SAN DIEGO - A Navy commander charged with accepting the services of prostitutes, luxury travel and $100,000 in cash from a foreign defense contractor in exchange for classified information made his first appearance in a San Diego courtroom Wednesday and was given a Dec. 5 arraignment date.

Navy Cmdr. Jose Luis Sanchez, 41, was arrested in Tampa on Nov. 6.

Also charged in the same complaint as Sanchez is Leonard Glenn Francis, 49, of Malaysia -- the CEO of Glenn Defense Marine Asia. Francis was arrested in San Diego on Sept. 16 after Navy officials summoned him from Singapore to California to discuss business face-to-face. He is set to make his initial appearance before Bartick Thursday.

Two other senior Navy officials -- Cmdr. Michael Vannak Khem Misiewicz and Naval Criminal Investigative Service Supervisory Special Agent John Bertrand Beliveau II -- are charged separately in connection with bribery allegations.

Two U.S. admirals — including the director of naval intelligence — are under investigation as part of a major bribery scandal involving a foreign defense contractor.....Vice Adm. Ted “Twig” Branch, the service’s top intelligence officer, and Rear Adm. Bruce F. Loveless, the Navy’s director of intelligence operations, were placed on leave Friday, and their access to classified material was suspended, the Navy said in a statement.

Both admirals are being investigated for their ties to a Singapore-based defense contractor, Glenn Defense Marine Asia, whose chief executive was arrested in September on charges that he bribed other Navy officers into giving him classified or privileged information in exchange for prostitutes and cash.

Two Navy commanders and a senior Naval Criminal Investigative Service agent have already been arrested, and a captain was relieved of his ship’s command last month in connection with the case......Charging documents show that Francis enjoyed a cozy and familiar relationship with the two commanders and the NCIS agent, referring to them as “bro” or “brudda” in e-mails and sending them photos of call girls he was planning to set them up with.

In return, the Navy officers playfully called Francis “Lion King” or “Big Bro.” Court records describe him as standing 6 feet 3 inches tall and weighing 350 pounds.

Pentagon officials have identified Capt. Daniel Dusek, former commander of the USS Bonhomme Richard, as another target of the investigation. He has not been charged, but the Navy relieved him of command Oct. 2, citing the investigation.


I've seen some USN scandals (TAILHOOK was the worst, IMO) but this stinks on ice, and this is pretty damn huge. I have to wonder if they've rounded them all up, or if there's other shoes about to drop. You can be sure that every single contract executed with this pimping thief will be gone over with a fine-toothed comb. What a mess...
