Steny Hoyer: No CR with sequestration cuts

Source: Politico

House Minority Whip Steny Hoyer would oppose a continuing resolution to keep government funded beyond Jan. 15 if it doesn’t address the sequestration cuts.

“I believe that hurts our national security, it hurts our economy and it undermines our responsibility of running government at a level that is productive for our people,” Hoyer said.

Hoyer’s comments come as Sen. Patty Murray (D-Wash.) and Rep. Paul Ryan (R-Wis.) are working toward reaching a small-scale budget deal that would fund the government at $1 trillion and replace some of the sequester. As a back-up plan if budget talks fail, Republicans have said they would advance a $967 billion CR for the next fiscal year.

Hoyer said if Republicans propose a CR, it would be a sign that the negotiating process has broken down entirely.

1. A CR By Law Must Be Based On The Last Budget

Without a new budget the CR would be bound by the sequester rules and those rules say that in January a new $40 billion, on top of existing cuts, go into effect and that they are across the board in nature. And those cuts all come out of what they call discretionary spending. Now the CR could contain language that give individual department more leeway in applying the cuts along the line of what happened to prevent layoff's with the air traffic controllers but a new round of cuts could mean that certain airports are closed or have reduced operations. That is what would happen with no budget agreement and a partisan CR coming out of the House. It makes no sense and in fact would amount to a partial government shutdown. There is no way the Senate would pass such a measure so why is the House wasting their time with one more attempt at blackmail.
