Uruguay marijuana legalisation: Details unveiled

The Uruguayan authorities have revealed how marijuana will be produced and sold legally in the country.

Licensed pharmacies will sell the drug for less than $1 a gramme, with consumers allowed 40g (1.4oz) a month.

The bill specifies that each household may grow up to six cannabis plants, and that marijuana may be consumed in the same places as tobacco.

Last year, Uruguay became the first country in the world to make it legal to grow, sell and consume marijuana.

The bill proposed by President Jose Mujica is expected to come into force early next week.

Uruguay sets marijuana sales at 10 grams per week
AFP-JIJI
MAY 3, 2014

MONTEVIDEO – Uruguay, embarking on a unique experiment in drug regulation, said Friday that consumers can purchase up to 10 grams of marijuana per week at less than $1 per gram.

In December, the South American country became the first in the world to regulate the market for cannabis and its derivatives in what was considered a bold move by authorities frustrated with losing resources to fighting drug trafficking.

National Drug Board President Diego Canepa said buyers would have to register first under the decree, which is due to be signed by ministers Monday and published Tuesday.

The government will call on private interests to plant cannabis “no more than two weeks after the decree enters into force,” he added, noting that two to six licenses would be issued.

Canepa estimated that ...

of the American corporations. The normalization of our culture is essential to our survival. Cannabis is a very beneficial plant. Outlawing it is like outlawing milk. Its shameful that so many have suffered so much at the hands of an ignorant lie.

As with tobacco, the pot will come in packages warning of health risks, and smoking will be prohibited everywhere but private homes and open-air locations. As with liquor, motorists will be subject to testing by police to make sure they're not driving under the influence.

The state will sell five different strains, containing a maximum level of 15 percent THC, the substance that gets consumers high. Each bag will be bar-coded, radio-frequency tagged, and registered in a genetic database that will enable authorities to trace its origin and determine its legality, Canepa said. The rules limit licensed growers to six plants per household — not per person, as some pot enthusiasts had hoped. And while people who buy in pharmacies will be identified by fingerprint readers to preserve their anonymity, every user's pot consumption will be tracked in a government database.

With bona fide plants registered at the molecular level, police can test for illegal weed wherever they encounter it, and arrest anyone with pot that lacks the proper genetic markers, the rules say.

Mujica who is preparing to visit President Barack Obama in the White House on May 12, predicted that Uruguay's system will be much tougher on drug users, and more effective in combatting illegal drug trafficking.

He doesn't totally come off like a 420 superhero in this piece. There is still going to be a regulatory system in place, and people, even users, will still be going to jail. Especially if and when they get tired of the government approved ditchweed and want to enjoy some tasty.
