National Guard called in after second night of chaos in Ferguson, Missouri

FERGUSON MISSOURI | Mon Aug 18, 2014 6:05am EDT

By Ellen Wulfhorst

FERGUSON Missouri (Reuters) - Missouri's governor said on Monday he would send the National Guard into the St. Louis suburb of Ferguson to restore calm after authorities forcibly dispersed a crowd protesting last week's fatal shooting of an unarmed black teen by police.

Gov. Jay Nixon signed an executive order deploying the U.S. state militia, saying demonstrators had thrown Molotov cocktails and shot at police as well as a civilian, a description of the night's events diverging widely from some eyewitness accounts.

“Tonight, a day of hope, prayers, and peaceful protests was marred by the violent criminal acts of an organized and growing number of individuals, many from outside the community and state, whose actions are putting the residents and businesses of Ferguson at risk," Nixon said in a statement on his website.

At around dusk on Sunday, hundreds of protesters in Ferguson including families with young children fled to safety after police wearing gas masks and body armor fired tear gas and smoke canisters to scatter them hours ahead of the curfew.

"The smoke bombs were completely unprovoked," said Anthony Ellis, 45. "It (the protest) was led by kids on bikes. Next you know they're saying, 'Go home, Go home!'"

The Missouri Highway Patrol said "aggressors" were trying to infiltrate a law enforcement command post and that armored vehicles were deployed to ensure public safety.

"We ordered them back. We ordered them back again. After several attempts, we utilized the smoke to disperse these individuals," said Highway Patrol Corporal Justin Wheetley.

State Highway Patrol Captain Ron Johnson told a late night news briefing: "Molotov cocktails were thrown, there were shootings, looting, vandalism and other acts of violence that clearly appear not to have been spontaneous."

Following coordinated attacks on civilians and law enforcement, Governor Nixon signs executive order directing Missouri National Guard resources to Ferguson

Executive Order 14-09
Gov. Jay Nixon has signed an executive order directing additional resources through the Missouri National Guard to help restore peace and order and to protect the citizens of Ferguson.

“Tonight, a day of hope, prayers, and peaceful protests was marred by the violent criminal acts of an organized and growing number of individuals, many from outside the community and state, whose actions are putting the residents and businesses of Ferguson at risk. I join the people of Ferguson, and all Missourians, in strongly condemning this criminal activity that included firing upon law enforcement officers, shooting a civilian, throwing Molotov cocktails, looting, and a coordinated attempt to block roads and overrun the Unified Command Center. These violent acts are a disservice to the family of Michael Brown and his memory, and to the people of this community who yearn for justice to be served, and to feel safe in their own homes. Given these deliberate, coordinated and intensifying violent attacks on lives and property in Ferguson, I am directing the highly capable men and women of the Missouri National Guard to assist Colonel Ron Replogle and the Unified Command in restoring peace and order to this community.”

"According to the EO, they will "assist" civil authorities, not take over

They might be used as security for businesses and hot spots, with law enforcement agencies still being the primary responders when trouble erupts. We'll see.

Cpt. Johnson will need to do another briefing to explain the NG role in the morning so residents know what's going on."

about 15% African American, the rest Hispanic, Asian, etc.

Not sure what the breakdown for Missouri is, but with St. Louis being about 49% African American, the ANG minority percentage may be a little higher. NG units are usually locally-based in counties or near population centers, and would typically reflect a closer demographic to the population that lives there.

anything much changing if they don't arrest the motherfucker who gunned down Michael Brown in cold blood. WTF? It's been 8 days. I hope Michael Brown's parents are able to find some peace and consolation through all of this. I cannot imagine what they must be going through, with the multiple autopsies. When will they have time to grieve in private?

Anyone read Howard Zinn's "A People's History of the United States"?

I know that's just how the antiquated constitutional language reads, but something about armed citizens' militias being called in to deal with "unrest" is painfully reminiscent of how slave revolts where dealt with.

I'm pretty sure they have the script at the ready after the NG chases the media out of town, runs over a few cars and guns down a few residents.

The Kent state shooters were never held accountable.

If anything, things just got MUCH WORSE. First, when video is replayed of the 2:10 am CT press conference by Captain Johnson on Cable News tomorrow ALL DAY (you can bet on that) where he read a PREPARED statement. This is the first time ANY of his statements have been prepared.

In other words, community policing out the window (along with seeing Captain Johnson much any more after the morning Presser) and hello the militarized weekend warriors FOR REAL (as they ARE TRAINED to use those ARMED TANKS we've been seeing) Missouri National Guard.

UNLESS....an arrest of Darren Wilson is announced MONDAY MORNING, it would be BEST advised all peaceful residents and business owners in FERGUSON, leave town, go stay with relatives, get a hotel or ask for the Red Cross assistance, as Monday night in this town is NOT going to be NICE in the least.

It will make the last 7 days and counting seem like, Child's Play.

This is America right? Sure does not seem like it anymore. We are living in the last days, period. (Don't believe in the last days, bible or anything associated with God -- that's YOUR CHOICE, but WE DO).

The NG are not trained law enforcement. US troops are trained for the battle field and not for domestic community relations. Totally different mindset. Therefore, the Gov is desperate and is willing to escalate in order to get a grip on the crisis.

Either the people will be intimidated into peace or they'll be brought into line by force.
