In keeping with his vote-getting promise to roll back what he believes are stifling government regulations, President Trump has signed an executive order requesting the Environmental Protection Agency begin dismantling clean water rules adopted by the Obama administration in 2015.
The 2015 rules clarified that the federal government has the authority to limit pollution in the countrys smaller rivers, lakes, streams, and wetlands.
To be clear, Trumps order Tuesday did not repeal the clean water rules. On the contrary, legal experts believe Trumps order could take years to fully execute. Like replacing the Affordable Care Act which Trump this week admitted is and unbelievably complex subject rolling back EPA regulations requires action from Congress.
Two constituencies applaud Trumps hatred of federal regulation -- states-rights advocates and business owners.
The former may be correct philosophically, but, in practice, it takes the combined effort of federal and local environmental regulators to keep our air, ground, and water clean.
Delaware learned that the hard way last month when International Petroleum Corp. of Delaware, was ordered to pay $3.5 million in fines and other penalties after admitting its employees conspired to violate Wilmington, state and federal environmental laws for 20 years.
