Liquidate his entire holdings (everything which came from money made during his term at Enron, all properties, finances, stocks generated in whole or in part regardless of current ownership or control), the holdings of all Enron officers, 3d party stock manipulators, financial regulators both federal and state(who should have seen), and elected officials at any level who changed whatever laws allowing this; and then dole out the money to any still surviving affected.
It is against federal law to make a profit with criminal behavior as a perpetrator and as an accomplice, to me that means everyone part of the conspiracy coughs up. If you aid or invest in crooks you lose too.
