pull the wool over the eyes of the communities and neighborhoods of not only Chicago, but other School Districts also. Education will be set back several years. Some students may reach age 21 without achieving a high school diploma after these set back become well known enough to be turned around.

This gives a whole new meaning to a free public education in America.
