considering how brief the span of time is for it to act on the projectile.

It appears the muzzle speed is still quite low, and it'll take way bigger batteries for this to become comparable to a real gun.

these little lithium-ion batteries might be able to pull 5 amps max.

350 amps is about three or four times what a 3/4 to 1 ton truck alternator is rated.

these are the cells most used by DIY'ers to build electric cars because of their power to weight ratio and they are relatively forgiving of vibration and temperature.

The newest cells dubbed the Kitchen Sink because they have everything in their chemistry comprise a mixture of Lithium,Cobalt,Manganese and GodNosWhAtElz.
These new cells offer performance along the lines of the small laptop cells shown in the video.
However abusing these cells like is shown in the video has a huge impact on the life of the cells.

Here is a video from a EV DIYer testing a CALB(Chinese Aviation Lithium Battery)cell for use in an upcoming EV project.
The cell is rated from the factory for 180 Ah @ 3.8 v.
Watch it do 2200 amps in the attempt of cooking a wrench in a bucket of water:

Actually, if the Youtube link is right, it only gives you 42 meters per second, which is a fraction of what a rifle will deliver.

Even a twenty-two cal. round would have zapped right through that laptop screen with ease. These rounds mostly just bounced off after shattering the plastic. Would this kind of a gun have to be twenty or thirty feet long to get its rounds up to normal rifle speed?

Electrical charged Ray gun, but I guess we have not gotten that far yet.. It seems more complicated than it should be... still I guess the US loves its weapons, and this might even become popular. More ways to kill, not good.
