Without those rights, and the overcrowding and desperation that result in their absence, his other causes are barely more than symbolic. He and the rest of the top clergy are smart enough to realize this, I think.

Vast disparity of wealth and power can be maintained while the population keeps skyrocketing and resources keep dwindling, until a collapse occurs.
