Secondary explosions are not terribly unusual. Highly risky to rush in, after a bomb.

force is probably going to detonate anything nearby. The secondary would likely be a distance away, designed to get at the crowd around it, but far enough away to avoid being set off by the first one.

So moving nearer to ground zero, as that person was, and from where they were, is probably as good a direction to go as any, since they would have no idea where any secondary device might be. Could have been in the parking lot, in the wall nearby, in another room...but not likely in the blast zone of the first one.
