Beck is not even half correct:
I. Beck repeatedly labels the operation as "Operation Northwood(sic)" - it is actually called Operation Northwoods.
The document that describes Operation Northwoods states the following:

The primary drawback to this suggestion appears to be the security risk inherent in obtaining or modifying an aircraft. However, reasonable copies of the MIG could be produced from US resources in about three months.

II. Those are the suggestions that involve "Cuban MIG's". So, at no time were US pilots going to conduct a false flag operation over the USA itself.
Subsequently, Beck contends that President Kennedy gave a direct response concerning
Operation Northwoods.

III. The President's direct response concerned the availability of U.S. military force and, thus, the use of U.S. military force was not being discussed. Apparently,
Operation Northwoods was not directly addressed.
Thus, Beck is essentially wrong all the way around - i.e., if Beck were a broken clock, it would not be that his hands were stuck or immobile - instead his hands simply would have fallen off.
