standard operating procedure for the legislature for some time including when the Democrats controlled the Legislature. Anyone know if this is true?

Over the years, as majority control shifted back and forth, both political parties in the state House have ordered immediate effect for legislation without recording a roll call vote. Because immediate effect requires a two-thirds vote majority the practice has often frustrated efforts by the minority party to slow down legislation they oppose.

even if both parties were doing this, this is clearly a violation of the constitution...this effects us all..its Gut check time. Two massive stories...the Torture documents, and this...what are we going to do America? It's GUT CHECK TIME.

purpose of passing laws that strip local communities of their elected government while allowing the Governor to appoint an "Emergency Manager" to rule over the new fiefdom. Talk about a whole new form of political payback. And to pass a law to make it more difficult for laws to be repelled by the will of the citizens is reprehensible. Citizen initiated petitions is the one act that allows the people to effect government when faced with a legislature unwilling to listen to the people.
