1. I don't think they are frightened but confident.

That they have the men and equipment to deal with any revolt.
With wealth and power comes confidence in being able to control thing and they never recognize the dangers in it until it slips away from them.

If they were frightened they would try to hid what they are doing, and that is not the case, it is right out in the open for all to see.
They have taken down the scenery and the props and let us see the brick wall at the back of the theater.

4. Who is voting for the city candidates that put this scenario of civil servants in office?

Did the Mayor of Ferguson hire a police chief that hired an all white police force? Who elected that mayor? Or who appointed that mayor after being elected to the city council? The citizens of Ferguson need to make sure ever citizen is registered to vote in the coming elections and can get to their voting place.
