I think the more accurate and cynical answer is, how much tax revenue will it take before they decide that pot has many benefits for the sick.

There's no good reason why medical marijuana isn't readily available. The pharmaceutic companies' stern admonitions about DEMON WEED is such horseshit; they are only interested in profit and certainly not to make peoples' lives better.
