it says that Jennifer Granholm appointed Leeb to be the city manager... so I hope that any new governor who comes is will not govern in such a way that strips the people of their right to representation--and moves to strike the legitimacy of anyone who was not elected from making decisions about publicly owned lands from the laws of Michigan.
