(20,544 posts)there are liable parties here. If the contract does not call for a certain level of readiness, then whoever wrote the contract is negligent.
If the contractor cannot live up to expectation of a thorough well-written contract the contractor is negligent and there should be penalties.

(20,544 posts)I still have to ask a question that has never been answered - Why were the "gatekeepers" around NOLA turning away people who came to help such as the Canadian emergency personnel, the ice that was shipped in trucks but refused entry so they drove thousands of miles waiting for permission etc.
This was a deliberate act that no one has been held accountable for.
