Prosecutors depend on police to support the cases they bring, so they go easy on them. Cops learn that the rules that govern their behavior don't get enforced, so they get more and more brazen.

The former officer said, "The rules and regulations around the use of deadly force seem to be blurred." Why? I'd bet those rules are still on the books, but they're not enforced, because prosecutors prosecutors won't bring cases against cops for fear of losing the support they need for the rest of their cases.

There need to be different people prosecuting cops, people who have nothing to lose by bringing cops to justice.
