6. I'm basically very pro union

For crafts and and teachers and those have heen decimated. But look at the support for police unions. I think they are providing the push to kill victims and not leave anyone wounded for a lifetime of care. They are protecting thuggery. And promoting it. When the union starts piss testing cops for steroids I'll back 'em.

5. Set up a special line of authority to prosecute cops.

Part of the problem is that prosecutors are reluctant to prosecute cops, cuz they need cops all the time. Gotta stay on their good side. The lesson for cops is that they can get away with anything.

Every jurisdiction needs to have prosecutors who prosecute only cops and don't have lots of other cases for which they depend on cops for support.
