You know, like Manning, Kiriakou, Drake, and more.
And never mind that at the time Snowden was employed by a private contractor, whose access to that ever-growing treasure trove of secret information may be used for profit, insider trading, blackmail, sabotage, personal vendettas, salacious amusement, etc., etc., all several steps beyond government control or awareness - but the concern is to punish the guy who exposed the problem in a self-sacrificing and idealistic way.
