...they're terrified. They've heard so much of severe beatings (for nothing) caused by the police that the "flight or fight" instinct kicks in.

They're human beings and at that age, the actions that they exhibit may be involuntary rather than a conscience decision.
Walk a mile in my shoes and all that...
