but the problem is there is just about zero incentive for them to take it and then pass on the savings to their employees with better wages, instead they just fuck them over again and again and are allowed to remain on welfare.

He's saying that Walmart exploits the low minimum wage to underpay their workers, and the federal gov't then needs to provide their workers with food stamps and Medicaid.
If Walmart paid higher wages, then the Waltons would be less rich, and the federal government wouldn't need to provide Walmart workers with food stamps and Medicaid.
