Why would the FBI watch the power station? Unless it was to make sure there was evidence on hand if the power was cut?
Last I knew it is possible to make much smaller units for discrete surveillance. These rather obvious boxes seem more like the power company did it to protect their own property. Note that they appear to be wired into the power poles they are mounted on. That seems a bit too visible and way too complicated for the FBI to bother with IMO.
These guys are too much. I don't think you could script it this badly, not even for the A-Team or Macgyver.

This is part of a SCADA network for environmental monitoring and remote control. This technology is very commonly used for telemetry from remote sites, tracking fluid levels in tanks, stream gauges, weather reporting and the like. It's been there for a while. Not something installed due to the Bundy occupation.
SCADA (supervisory control and data acquisition) is a system for remote monitoring and control that operates with coded signals over communication channels (using typically one communication channel per remote station). The control system may be combined with a data acquisition system by adding the use of coded signals over communication channels to acquire information about the status of the remote equipment for display or for recording functions.[1] It is a type of industrial control system (ICS). Industrial control systems are computer-based systems that monitor and control industrial processes that exist in the physical world. SCADA systems historically distinguish themselves from other ICS systems by being large-scale processes that can include multiple sites, and large distances.[2] These processes include industrial, infrastructure, and facility-based processes, as described below:
Industrial processes include those of manufacturing, production, power generation, fabrication, and refining, and may run in continuous, batch, repetitive, or discrete modes.
Infrastructure processes may be public or private, and include water treatment and distribution, wastewater collection and treatment, oil and gas pipelines, electrical power transmission and distribution, wind farms, civil defense siren systems, and large communication systems.
Facility processes occur both in public facilities and private ones, including buildings, airports, ships, and space stations. They monitor and control heating, ventilation, and air conditioning systems (HVAC), access, and energy consumption.
There is a nearby canal ditch, but most likely the cameras were pointed to a nearby substation

A July 2014 report from the Congressional Research Service entitled Physical Security of the U.S. Power Grid: High-Voltage Transformer Substations repeatedly cited the attack and noted that, "...in the wake of the Metcalf incident, the FERC has ordered the imposition of mandatory physical security standards (for substations) in 2014."[12][13]

(79 posts)Harney Electric Cooperative is the power transmission and distribution provider for approximately 20,000 square miles of southeastern Oregon and northern Nevada, and right in the midst of their service territory map is the Malheur Wildlife Refuge currently occupied by more loons than pin tails, swans, and geese.
The Co-op has about 4,000 power meters, 350 miles of transmission line, and more than 2,400 miles of distribution line across the six counties shown on the map. And there are numerous voices asking why the power hasnt been cut off at the Malheur Refuge
