The cost of health insurance is PROPORTIONAL to the cost of healthcare where you live. Why would an insurance company charge YOU less in premium because YOU are going to cost them a way lot more paying your claims? If auto insurers charge you more covering your fancy Jaguar than for Joe smith and his Chevy economy car because repairing a luxury car incurs more expense. Then insurance companies are going to charge you and others in you area a higher premium OR they will raise premiums across the board for all their customers to accommodate the expense they are going to incur/absorb covering new customers living in the expensive areas. Besides, insurance companies in other states still have to negotiate with health care providers in your area. Do you really think hospitals/doctors from NYC are going to accept the same fees from Omaha? Of course not. Again, health insurance premium is proportional to the cost of healthcare in the surrounding area and that is not going to change crossing state lines. Insurance boundaries are a state regulation, not a federal restriction. SOME states, like Georgia, do allow you to shop across state lines.
