The drug policy does NOT "beg the question"! That is a phrase in logic that is not correct in this construction.
Try "suggests the question," "presents the question," or something similar.
Enough violence is being done to the language by Trump and his media minions. Please: don't be a party to destroying communication.

(2,065 posts)When Donald Trump made all those campaign promises about treating heroin and opioid addiction, he DID know exactly what he was doing - he was lying to get into the White House.
When Donald Trump slashed funding for heroin and opioid drug treatment programs, he ALSO knew exactly what he was doing - he was cutting the funding for those programs to give his billionaire buddies a tax cut. After all, they're wealthy campaign donors, so they come first.

They are practicing the art of the sound bite. They tailor the message to suit their audience - a painting of "feelings" they use to modify the "mindfulness" of the audience. They are giving the audience a mental message to get them aligned with what they want them to do.
TL;DR - They are selling "emotion", not facts.
