As for the others, how about imagining this? You spend a couple hours on an aircraft carrier having the new electromagnetic catapult explained in simplest terms, every question answered, and toward the end your own babble makes it clear that you retained almost nothing and really don't understand anything you were told, both to astonishing degree. But you inform them with great authority that they're scrapping the multi-billion-dollar new catapult you don't like and going back to the old, obsolete one.

Simple incompetence?

The New Yorker recently quoted the term "pathological inattention." I'm thinking that trait sounds very apt, though it would be far from complete by itself.

He may have dementia; who knows without testing? He simply
may be stupid.

One thing for sure; he has a whopping personality disorder.

It seems obvious to me that he is the type of arrogant, conceited
person who feels he doesn't need to learn anything because
he already knows everything.

The most dangerous people in the world are those who don't know
that they don't know. Completely incapable of self-awareness,
his reckless ignorance places us all in peril.

Hopefully, he will be shrewd enough to resign in order to avoid the
injury to his ego which impeachment would surely bring. I think he
will leave a forwarding address that is somewhere in Russia.
