The Democrats are going to run on an anti-corruption platform this fall so the GOP needs to drag

the daily outrages being dug up by Muller on Trump, lest it starts to wear down GOP base and they stay
home this fall.

For the GOP to go after. If they do, they know that would expose Trump to a similar attack when he leaves office.

They also don't want to lose their legal defense that if the President does it, it's not illegal since they would
be going after alleged crimes committed while Obama was President.

Besides, they fear Obama and the last thing they want is for Obama to start actively defending himself and
attacking the GOP Congress.

Obama is observing tradition by staying "mostly" quiet about Trump these days, but if the GOP were to accuse him
of crimes, he would have every right to re-enter the fray and defend himself on television and other mass media
which would draw a contrast to how Trump is handling the Muller investigation. Obama is universally loved by the
Democratic establishment and base and those voters would be outraged and even more motivated to vote against
the GOP in defense of Obama.

They want Hillary back in the public spotlight because she is hated by the GOP base, but is looked at with mixed
emotions by the left. Most Democrats and liberals who supported Bernie, came around to support her in 2016
but many of them didn't do so wholeheartedly. Even now there is bitterness and recrimination between the Hillary
and Bernie wings of the party.

The GOP thinks it can generate political capital among their own supporters with little risk of firing up the Democratic base
any more then it already is.

Calling out Obama while throwing threats of prison around would drive up the black vote in places like Georgia, Texas
and Florida the GOP would rather stay home. People who are on the bubble of registering and voting would be fighting
to get registered because they would be outraged at the insult to Obama's reputation.
