I looked up this "senator," and couldn't find him anywhere - which is why I decided to put that in quotes. In fact, that segment just now aired on TV. I watched the whole thing before I posted it and now understand that it makes fun of the spate of candidates now stepping up to run for office. I don't think it's one of the writers' better efforts, but people here often find some things finnier than I do and vice versa, and it is political, so I just put it out there - it was meant to be a Late Night joke.
