I would have thought with the strength of the unions there, that they'd have been able to elect someone less toxic.

Oscar Goodman who termed out after years of unprecedented growth in Vegas. She was seen as a continuation of his term, and the mayor's role is largely ceremonial as an ambassador for the city (no jurisdiction over "the strip" as it's in Clark County, not the city limits. There are the older, smaller casinos downtown in the city though).
Crises tend to bring out the critical thinking skills of elected officials, or lack thereof. No one knew she had trumpian levels of idiocy.
