Wants as much death and desperation,trauma and suffering as possible.

For:
Creating cheap labor, overwhelmed people,desperate to have food,shelter,stability will sell thier labor for less.

People dealing with the
mass deaths of family, children,partners,etc. Are vulnerable to exploitation.

If too many people per our population are too traumatized they might be too distraught
to pay attention to ongoing corruption,
and shady criminality in govt. Let alone mount a resistance.

Lastly they make plenty of profits off other people's suffering,fear,
death,hoarders ect..

They profit from both scenarios.

But with 3 million dead they are closer to the lower numbers of people they could manipulate, subdue,bully,gaslight or control and force into slavery conditions.
