Senator Blumenthal's answer to the "expand the SC" question on MSNBC went like

we must WIN this election in both the Senate and the White house before, and THEN: "Everything is on the table."

But WE MUST WIN this election FIRST (because if we win the WH but lose the Senate, nothing of this will be possible).

The first two things I learned when doing political interviews is that you don't have to answer the question your asked and you have limited time to get out the message you want people to hear.
