4. There are sections of highway which have a minimum speed limit as well as a maximum one.

What I have seen mostly looks like "Speed Limit 70 minimum 40." It can be helpful of limited access highways gothrough urban areas, because some people do tend to slow down too much, and it can lead to crashed, but, even if it doesn't, it impedes the flow of traffic and frustrates people. (And, of course, during "rush hours" it's not enforced.)

This situation is NOT that situation, and is appalling.
