It's clear from the story that the dog was mortally terrified for hours on end. It's clear that there is something fundamentally wrong with Willard to think this dog-on-top-of-car at freeway speeds would work well. Same reason people ride inside a car or jet and not outside in a crate.
Most of the country is told that they are resilient enough to cope with all the financial crimes being perpetrated by 1%ers like Willard..

would strap him to a car roof and drive him down a highway to Canada for eight to twelve hours.

Workers can and do get screwed, but they can also let the rest of us know about it. The only reason we found out about poor Seamus the Irish Setter is because Mitt and his family boasted and chortled about it. They thought it was funny, they thought Shittsy was being "decisive" when he hosed the car and dog down with cold water and got back on the highway. They actually thought that the story had positive spin.

It's not just the animal abuse, it's the fact that the Romney family, all of them, didn't see it for what it is that is so damn telling.
