Those that haven't gone far enough in the process may start out being moved to other countries first. The priority is to get them out ASAP.

Moved to Red States with land ownership.
Then when the RW nuts try to intimidate them, see how they react against a people that have fought all their lives with real guns and sometimes killing is second nature.
