He could declare, and people would send him evern more money, but then he'd have to account for how it's being spent. This way it can go to something like shiny new golf carts and no one can say anything about it. He does love his slush funds.

I just wonder how monumentally stupid you have to be to send money you can't afford to a guy who crows he's a billionaire.
