Yes and no. It takes a certain amount of floor time to process a nomination. You can cut that short if you have unanimous consent to bypass the rules (in the senate you can do almost anything if you have unanimous consent). Republicans are deny that consent and senate leadership is prioritizing other things ahead of some nominees.

Note that there’s no evidence that Manchin opposes any of these nominees. If he did, they would simply have their nominations withdrawn and a new nominee put forth.
